Dr. Joseph Lestrange joined Public Sector Search & Consulting after more than three decades of service as a commissioned federal law enforcement officer, serving in multiple national, regional, and local leadership roles.
Dr. Lestrange retired as the HQ Division Chief of Homeland Security Investigations (HSI) Public Safety and National Security. In this role, he provided executive oversight of the agency’s strategic planning, budget formulation, resource allocation, and operations coordination for multiple law enforcement, intelligence, and investigative units, programs, and initiatives across the globe. These include the National Gangs, Human Trafficking, Firearms and Fentanyl/ Opioid Task forces; the training, equipping and integration of all state and local task force officers and the Native American “shadow wolves” patrol officers into HSI operations; and four multi-agency intelligence, investigations, and operational support centers serving 35+ partner agencies.
Dr. Lestrange earned a Ph.D. in Global Leadership and Organizational Management from Indiana Tech, an MPA in Operations Management from John Jay College of Criminal Justice, and a BA in Political Science from Hofstra University. Dr. Lestrange is also a graduate of the PERF Senior Management Institute for Police, the International Association of Chiefs of Police (IACP) Leading Police Organizations (LPO), and the Southern Police Institute (SPI) – Chief Executive Leadership Program. He is an Adjunct Professor at Indiana Tech and Tiffin University for graduate studies in Leadership, Strategy, Police Recruitment and Retention, Homeland Security, Emergency Management, and Generational studies. Dr. Lestrange is also a policing advisor for the RUTGERS University, Center on Policing and Community Resilience.
